How to use the clock functionality in Oracle forms 10g ,aim is to display system time in form that gets refreshed every minutes/seconds.

Oracle don't recommend to do this cause reading the time ( which one? the databasetime,the webservertime or local time) will generate lot of network traffics.
If you still want to do this. open forms help and search on the keyword "timers".

Go to the Oracle Forms Web site and research the use of a Java based clock (there are working examples on the site).
