ORA-29278:SMTP transient error [message #189557]

Hi,
we have two servers in our organization .one is test server and other is production server.Both system are exact copy of each other. we have send mail code on both servers but on production server its not working and returning following error

ORA-29278:SMTP transient error:421 service not available

Defined IP of mail sever is same on both. production server can also ping the mail server but not sending the mails. what would be possible reason?

one thing more as we change the IP of mail sever(we have another mail server) then mails are generating.
