in Forms while editing text box data is edited in arabic
when saved it get saved as ????????????????

in regdeit I had already set
nls_language as AMERICAN_AMERICA.WE8MSWIN1252

I really have no experience with character sets different from Latin alphabet, but - code page 1252 is a character encoding of the Latin alphabet. Is it not? So, why do you expect it to display Arabic characters?

A quick Googling returned this globalization page from the Oracle documentation, and it suggests that Arabic character set might be AR8MSWIN1256. Anyway, perhaps you'd want to research Globalization Support in order to choose the correct settings.
