I can't tell for sure so - wait for another opinion. However, as using ODBC to connect to MS SQL Server database requires a database link (which is an Oracle database object), I'd say that you have to install Oracle database as well. Here's an example of how to do that (Access instead of MS SQL Server, but the principle is the same).
